"In accordance with paragraph 1 of Article 41 of the Convention of 15 May 1972, the Republic of Lithuania declares that it reserves the right: a. to refuse a request for criminal proceedings if it considers that the offence is a purely religious offence (Appendix I (a)); b. to refuse a request for proceedings for an act the sanctions for which, in accordance with its own law, can be imposed only by an administrative authority (Appendix I (b)); c. not to apply Articles 30 and 31 in respect of an act for which the sanctions in accordance with its own law, can be imposed only by an administrative authority (Appendix I (g))."
