Controlled deliveries - approved way of collecting information, during which it is allowed to import in, transport through or export form the territory of the Republic of Lithuania goods or other objects which are illegally transported or arousing suspicion, when those actions are controlled by the entities of operational activities in order to clear the criminal acts, as well as the persons who are preparing, committing or who have already committed them. Directive 2014/41/EU regarding the European Investigation Order in criminal matters. It is applicable in relation to the Member States, which have also implemented the EIO Directive. For the countries, which have not implemented the EIO Directive so far, the following legal framework is applicable: European Convention on Mutual Assistance in Criminal Matters of April 20, 1959 and its first and second Additional Protocol of 1978 and 2001 respectively. Under the European Convention on Mutual Assistance in Criminal Matters of 20 April 1959 requests and annexed documents shall be addressed to in Lithuanian or accompanied by a translation into one of the official languages of the Council of Europe (i.e. English or French).

Those actions are conducted by the entities of criminal intelligence (operational) activities in order to clear the criminal acts, as well as the persons who are preparing, committing or who have already committed them. In the complex cases of the controlled delivery, a secret surveillance, the actions of pre-trial investigation officers without disclosing their identity or simulation of a criminal act may be applied. Depending on the nature of the requested actions, it is possible to apply either one or all of the aforesaid measures.
