Yes. The measure is covered by Title VIII, Chapter 2, Section 4 of the Law no. 302/2004 on international judicial cooperation in criminal matters (Articles 290-306)

Council Framework Decision 2005/214/JHA of 24 February 2005 on the application of the principle of mutual recognition to financial penalties.

Ministry of Justice is the competent authority to receive the request. Courts of first instance (local courts) are the competent authorities to enforce the measures.

Special requirements

For offences other than 39 list of offences, the execution of the financial penalty is subject to the to the condition that the fact referred to in the decision of the foreign judicial or administrative authority is also provided for in the Romanian law (administrative offences - contravention / criminal offences). No financial penalty below 70 EUR or the equivalent to that amount is recognized and enforced by Romania.
