In the framework of the 37th SEEPAG Conference held on 16 of October 2025 in Chisinau, Moldova, under the Moldovan Chairmanship of SEEPAG, a Memorandum of Understanding (MoU) was concluded between the EJN and SEEPAG and Southeast European Law Enforcement Centre (SELEC). The MoU formalizes an already established and strong relationship between the 2 entities and provides for clarification on the commitments, exchange of best practices and modes of communication between the parties. It provides a solid basis for closer cooperation and possible joint activities and projects.
The MoU was signed by Mr. Oğuz Serkant Akın, Director General of SELEC, Ms. Diana Rotundu, SEEPAG Chairperson and Mr. Hugh Dockry, Head of the EJN Secretariat (see photo).

The key topic of the 37th SEEPAG Conference was the role of corruption in the context of transnational crime expansion, on which the SEEPAG Members delivered presentations. The conference was attended by representatives from Republic of Bulgaria, British Embassy in Chisinau, EJN, European Public Prosecution Office, France, Guardia di Finanza (Italy), Hellenic Republic, Hungary, Kingdom of Saudi Arabia, Republic of Moldova, Montenegro, Republic of North Macedonia, Project “Moldova is Europe. Support to European Integration”, Romania, Republic of Serbia, SELEC and Republic of Türkiye.
Hugh Dockry attended on behalf of the EJN and he spoke about the role of the EJN, cooperation with Western Balkans and global Partners, and the tools the EJN has in place to facilitate judicial cooperation in criminal matters. He also informed the meeting about relevant ongoing developments in the EU such as the High Level Forum on the Future of Criminal Justice in the EU, the developing Anti-Fraud Architecture and the proposal for a Directive combatting Corruption.
The EJN would like to take this opportunity to express our sincere gratitude to SELEC and SEEPAG, in particular Mr. Oğuz Serkant Akın, Director General of SELEC, and Ms. Diana Rotundu, SEEPAG Chairperson, for the invitation to take part in the meeting, the good cooperation and enthusiasm to enhance our relationship. Without their efforts and dedication, we would not have been able to conclude this Memorandum in such good time.
