A request of a foreign authority or an international organisation to initiate or to take over prosecution against a national of the Republic of Lithuania who committed a criminal act in a foreign state and returned to the Republic of Lithuania shall be examined by the Prosecutor General's Office of the Republic of Lithuania in order to determine if the request is based on reasonable grounds. The results of the inquiry shall be communicated to the requesting foreign authority or an international organisation.

a. Special requirements | "In accordance with paragraph 1 of Article 41 of the Convention of 15 May 1972, the Republic of Lithuania declares that it reserves the right:
a. to refuse a request for criminal proceedings if it considers that the offence is a purely religious offence (Appendix I (a));
b. to refuse a request for proceedings for an act the sanctions for which, in accordance with its own law, can be imposed only by an administrative authority (Appendix I (b));
c. not to apply Articles 30 and 31 in respect of an act for which the sanctions in accordance with its own law, can be imposed only by an administrative authority (Appendix I (g))."
