Is this measure possible in your Member State under International Judicial Cooperation?

The measure applies if two ore more states have jurisdiction to prosecute a criminal offence. In this case one member state can request another member state to take over the investigation and prosecution if the requested state is better placed to prosecute. The measure is possible if the offence is also a criminal offence according to the German law
