EL PACCTO 2.0 Networks Meeting, Montevideo, 13-15 July 2026

The EJN participated in the II EL PACCTO 2.0 Networks Meeting, held from 13 to 15 July 2026 in Montevideo, Uruguay. The meeting, entitled “Connecting Networks for a Lasting Impact”, brought together operational networks, agencies and specialised centres from Latin America, the Caribbean and the European Union to promote dialogue, coordination and cooperation in the fight against transnational organised crime.

 

Organised within the framework of the European Union-funded EL PACCTO 2.0 Programme, the meeting provided a platform for participants to exchange experiences, share good practices and strengthen synergies between existing cooperation networks and mechanisms. Representatives from judicial, prosecutorial, police and penitentiary networks discussed ways to enhance operational cooperation and develop more coordinated responses to complex cross-border criminal threats.

 

The event highlighted the important role of cooperation networks in facilitating communication between counterpart institutions, supporting information exchange and complementing formal legal and law enforcement cooperation channels. Discussions focused on strengthening practical cooperation in priority areas, including drug trafficking, trafficking in human beings, migrant smuggling, money laundering and organised crime linked to the digital environment.

 

The participation of the EJN contributed to reinforcing links between European and Latin American cooperation networks and provided an opportunity to exchange experiences on judicial cooperation practices. The meeting supported the continued development of sustainable partnerships aimed at improving international responses to transnational organised crime.
