Yes. It is possible for the police to hear a witness by telephone. There is no statutory regulation governing hearing witnesses by telephone. In Dutch penal cases the court never hears witnesses by telephone; witnesses must appear personally. The police may hear a witness by telephone concerning completely mundane matters.
